An independent review of Telstra and Service Provider billing practices
for the Minister of Communications and the Arts
The business situation
Due to its independence in the marketplace, ICS was appointed to
investigate the billing issues being faced by service providers
and the larger national carrier. The report was commissioned after
pressure was put on the provider’s executive by a national
regulatory body. The high-level objective was to assess the impact
of the billing environment on the end customer and supply recommendations
for ways forward to improve openness and competitiveness in the
newly deregulated Australian market.
