In 1990, due to very strong international competitiveness entering the Brazilian market, CPqD began working towards the growth of a national company with technological support and research partners in order to assure competitive development of the telecommunications area.

By July 1998, with the General Telecommunications Decree, which privatized TELEBRAS, CPqD became a private foundation.
From this point forward, CPqD began to take an active role as a provider of technological solutions for the market, and accessible to any company interested in its work.
